Your first encounter with her is during the Prologue, though you can't interact with her in any way.

You meet her as a character at the Auto center (📷 unlocks Licinia bonus 4). You can talk to her about purchasing a car (see details about the requirements in the Auto center page).

Currently there are no separate quests for her.

Extra: weird family

After completing Dilara's S2, you can visit Dilara and Licinia at their apartment (on Friday and weekends after 9:00) in upper luxury apartments. On Friday, in the afternoon you can meet Licinia in the bedroom (📷 unlocks Licinia bonus 2). After 20:30 you can talk to her and Julio in the living room (📷 unlocks Licinia bonus 3).
